by Mike Walbert - Jul. 14, 2008 The Arizona Republic Gilbert made it into the top 30 of the best small cities to live in the country, according to new rankings released by Money magazine. The town ranked 28th, with the magazine noting Gilbert's park and shopping development, schools and attempts at "retaining the charm" of downtown Gilbert. Of the Arizona cities on the top-100 list, Gilbert rated the highest, beating out Chandler (No. 30), Scottsdale (No. 47) and Peoria (No. 55). Gilbert last found itself on Money's "best places" list in 2006, coming in at No. 16. Gilbert Councilman Dave Crozier said the ranking showed there is synergy occurring between town leader and resident efforts to make Gilbert an attractive place to live. "Bottom line, it seems like a lot of people care here," Crozier said. "They care and really want to see this community become a community of excellence." Plymouth, Minn., topped the magazine's annual list, with Fort Collins, Co., Naperville, Ill., Irvine, Calif., and Franklin Township, NJ, rounding out the top five. You may have to move to get away from the high cost of gasoline. Well, you really can't get away from the high cost but a move could help you use less gas. That is, if you move to a transit oriented development (TOD).  New Fed Rules To Prevent Future Runs on Bad Loans

Paramount in new federal regulations approved to foster more responsible mortgage lending, are the implications for consumers shopping for a home loan. The Federal Reserve Board's new rule amends the "Truth In Lending Act," Regulation Z under the "Home Ownership and Equity Protection Act (HOEPA)". HOEPA was originally passed in 1994 to target abusive practices in home equity lending. The Fed's new move extends protections to home purchase loans. Critics complain the rule is long over due because unfair, abusive and deceptive home mortgage lending practices get much of the blame for the current housing crisis that has already put millions of properties in foreclosure and former owners on the street. Also, most lenders long ago curtailed many of the practices now forbidden by the new regulations, critics say. The horse is already out of the barn, so to speak, and the new regulations will do little to corral the market's downward stampede. However, the new rules should help prevent future runs on bad loans by helping remove them from the market. Most home purchase agreements have clauses that deal with termites. After the agreement is ratified, a termite inspection is arranged. Before the closing can occur, the sellers must be able to produce papers signed by a licensed exterminator stating that the house is free of infestation and that any termite damage has been repaired.
Before you sign an agreement to buy or sell a home, you should read the termite clause and be sure that you understand it. Who selects the exterminator and pays for the inspection? If bugs are found, who pays for the treatment? Are the sellers obligated to repair any damage and have they placed a limit of the dollar amount they will spend on those repairs? If treatment is required, the buyers may want a chance to discuss the options with the pest control company, especially if someone in the family is sensitive to the chemicals used to control the termites. Ask about the exterminator's guarantees or service contract options.
